http://www.bbc.com/news/world-europe-36443512 [이번 일요일], 스위스는 세계 최초로 국민투표를 치뤄 전국민 기본 소득을 실현시킬 것인지를 결정할 예정입니다. 만약 통과된다면 스위스의 모든 국민은 무조건적인 현금소득혜택을 받게 되는데 한 달에 미화로 2554불 정도 됩니다. 21세기 노동은 사람이 아닌 기계화로 대체되는 비율이 커지고 있어요. 국민투표에 앞서 기본소득현실화를 위한 운동이 전개되고 있는데 로봇차림을 하고 나온 사람들도 보입니다. "우리는 인간이 일을 빼앗기고 고통받는 걸 원하지 않아요.”, “인간을 자유롭게 해주고 싶기 때문에 기본소득이 필요한 겁니다." 라는 로보트의 메세지도 있어요. 스위스 같은 경우 인간노동의 반이 무임금형이래요. 가사노동, 지역단체에서 돌보거나 봉사하는 것 모두 노동인데 임금이 없죠. 이런 종류의 노동의 가치는 마땅한 댓가가 필요하다고 기본소득운동을 주도하는 와그너씨는 주장합니다.(흥미로운 관점이네요.) 기본소득 개념은 원래 16세기에 토마스 무어가 그의 유명한 저서 < 유토피아 >에서 제안했던 거예요. 20세기 경제학자들은 좌파, 우파 가리지 않고 이 개념을 긍정적으로 봤죠. 미국인 경제학자 밀튼 프리드만은 자유시장경제이념을 주창한 이고 기본소득을 지지했습니다. 시시콜콜한 구태 복지정책을 없애기에 좋은 대안이라고 생각했거든요. 핀란드의 경우 정부가 시범적으로 8000명의 저소득층에게 기본소득을 제공할 것을 계획 중입니다. 그룹에 따라 금액에도 차등을 두어 과연 인간은 기본소득이 주어지면 일을 하지 않으려고 할 것인가를 알아볼 거래요. 네덜란드도 비슷한 시도를 계획 중이고요. 오스트리아나 캐나다도 복잡한 복지체계로 인한 행정비용을 면밀히 관찰 중이고 기본소득이 혹시나 더 알뜰한 대안이 될 수 있는지를 살펴 보고 있습니다. 기본소득 운동가들은 유쾌하지 않은 노동을 강요당하는 삶에서 벗어나 우리 사회에서 동등한 생산력을 인간이 원하는 방향으로 발휘할 수 있는 해결책으로 기본소득을 주장하고 있고 정부는 자동화에 따른 필연적인 결과로서 기본소득을 대안으로 보고 있다는 차이가 있네요. 자동화운전, 로봇의술, 금융/회계 등의 영역에서 사라져 가는 인간의 직업들은 많은데 그것을 대체할 만한 새로운 직업이 무엇인지 확신하지 못하는 현재, 미래를 걱정하는 나라라면 기본소득을 염두에 둘 수밖에 없다고 노동관계학 교수 앤디씨는 말합니다. 사실 기본소득이 통과되면 금전적으로 어떻게 모두 충당할 것인지에 대한 완벽한 대책은 없대요. 스위스국회가 방안을 강구해야 합니다. 국회는 몽땅 이 정책에 반대한다는군요. 그런데 반대를 하면서 그들이 반대하는 주된 이유인 비용에 대해 꼬집어서 얘기하는 사람은 없어요(동영상을 보시면 워낙 복지가 발달한 국가라 이를 통폐합해서 기본소득으로 대체하면 비용은 충당이 되는 듯 이야기합니다). 대신 스스로의 책임감을 강조하는 면, 젊은이들에게 일자리를 구하도록 인센티브를 제공하지 못하는 면 등에 우려는 표한다고 합니다. 기업으로선 숙련노동자들이 부족하다는 이유로 걱정을 하고 있고요. 그러나 무엇보다 [기본소득에 반대하는 가장 큰 원인]은 스위스 우파정당의 목소리에서 기인하고 있는데, 28개의 유럽연합국들의 유연한 유동인구 때문이에요. 대부분의 나라들이 스위스보다 경제적으로 훨씬 뒤쳐지죠. 스위스가 고립된 섬나라이기라도 하면 가능할지 몰라도 요즘 같은 개방국경시대에는 수십억의 인구가 스위스로 몰려올려고 안달을 하겠죠. 이 때문에 가장 최근의 여론조사결과는 기본소득 반대였어요. 근데 이렇게 기본소득이라는 개념자체가 뜨거운 감자가 된 것이 기본소득을 주장하는 운동가들에게는 승리라고 합니다. 옛날 같으면 누가 이런 아이디어가 실현될 것이라고 상상이라도 했겠나요. * * * * * * * 흠... 어쩌면 실현될지도 모르겠다 싶었는데 난민문제, open border문제 때문에 부결될 수도 있겠군요...
