(안녕하세요. 어제 가입하고 첫글 올립니다.) 선거 기간입니다. 저는 미국 중소도시에 살고있고, 투표하러 영사관까지 가려면 차로 최소 2시간 반을 가야하는데, 이제 2달된 갓난 아기 때문에 엄두도 못내고 그냥 투표를 포기하고 관전만하고 있습니다. 어렸을 땐 몰랐는데, 나이 30을 지나 선거를 구경하니 이런 꿀잼이 따로 없네요. 평소에는 컬투쇼 팟캐스트를 듣는데, 최근에는 그알싫, 정치카페, 파파이스가 훠~~~얼씬 더 재밌습니다. 선거 제도는 분명 뜯어 고쳐야합니다. 결선투표제도, 정당명부제도 등이 언급이 많이 되지만, 저는 특히 지역구제도 자체에 큰 불만이 있습니다. 대충 다음과 같은 두 가지 이유입니다. 1) 지역구가 생활권과 연관이나 되는가. 우리나라 지역구는 너무 잘게 쪼개져있습니다. 저는 태어나서 대학 졸업할 때까지 한 도시에서 자라온 사람입니다. 그 도시 안에서는 이사를 서너번 다녔지만, 저와 저희 부모님의 생활은 전혀 변화가 없었습니다. 그러나 이사를 다닐 때마다 지역구는 매번 바뀌었고, 야당과 여당의 지역구를 넘어다니며 아무 이유없이 저를 대표하는 사람의 정당은 매번 바뀌었습니다. 지역위원을 뽑는 것도 아니고, 지역구 단위의 공동체가 존재하는 것도 아니고, 지역구만의 특별한 정책이 진행되는 것도 없는데, 이 지역이 한 선거구로 묶여야할 이유를 납득할 수가 없습니다. 2) 정책의 실종 지역구 대표로 선출되려면 당연히 지역공약을 걸 수 밖에 없습니다. 지금 공약으로 걸려져있는 지하철역들 모두 다 지어지면 아마 커피샵, 치킨집만큼 지하철 역이 생길거 같네요. 그렇다고 국회의원이 지역에서 일하는 사람도 아닙니다. 국회의원 후보로서 경제, 안보, 인권에 대해 어떤 의견이 있는지, 어떤 법안을 구상하는지 이야기하는 후보가 몇이나 될까요. 그래서 상상해봅니다. 제가 선거구를 맘대로 바꿀 수 있다면 어떻게 할것인가. 물론 저는 비교정치학과 제도론을 공부하기는 커녕 정치학개론 수업도 들은 적이 없습니다. 물론 선거에 출마한 적도 없고, 법을 공부한 적도 없으니 아래 쓸 내용은 그냥 뇌내망상일 뿐입니다. 제가 구상하는 제도의 이름을 지어보자면, "상임위원회별 비례대표제도"입니다. 우리나라 국회법 37조에 따르면 국회는 16개의 상임위원회가 있으며, 각 소관 의안을 심사하는 기관입니다. 국회의원이 두개 이상의 상임위에 속할 수 있고, 국회 의장은 아무런 상임위에도 속하지 않습니다. 자세한 리스트는 http://committee.na.go.kr/portal/stat 상임위 의원 정수는 국회 규칙으로 정해지며, 글이 쓰여지는 2016년 4월 9일 국회 홈페이지 기준 구성은 다음과 같습니다. - 국회운영위원회 28명 - 법제사법위원회 16명 - 정무위원회 24명 - 기획재정위원회 26명 - 미래창조과학방송통신위원회 24명 - 교육문화체육관광위원회 30명 - 외교통일위원회 23명 - 국방위원회 17명 - 안전행정위원회 22명 - 농림축산식품해양수산위원회 19명 - 산업통상자원위원회 30명 - 보건복지위원회 21명 - 환경노동위원회 16명 - 국토교통위원회 31명 - 정보위원회 12명 - 여성가족위원회 16명 제가 상상하는 제도는 각 정당들이 상임위별 비례대표 순번을 발표하고 유권자는 각 상임위마다 한표씩, 총 16표를 행사하는 것입니다. 단, 16표를 한번의 선거에서 행하게 되면, 정보의 전달이 어려우므로 미국과 같은 임기시차제를 이용하여 매년 한번씩 4개의 상임위를 뽑는겁니다. 예를 들어 생각해보죠. 2016년에는 국방위, 안행위, 농축수산위, 산업통상위를 뽑는다고 해봅시다. 88명의 국회의원이 선출됩니다. 이들은 4년의 임기를 가집니다. 2017년에는 또 다른 4개의 상임위원들이 뽑힐것이고 그들은 2021년까지 임기를 행하겠죠. 각 정당들은 상임위마다 전문성이 있는 후보를 비례대표처럼 내세웁니다. 예를들어 국방위 정원이 7명, 안행위 정원이 5명이라고 가정해봅시다. 촉당과 위당은 다음과 같이 비례 후보를 냅니다. <촉당> 국방위 비례 후보 순번 : 관우, 장비, 조운, 마초, 황충, 위연, 강유 안행위 비례 후보 순번 : 제갈량, 방통, 서서, 법정, 마량 <위당> 국방위 비례 후보 순번 : 조인, 하후연, 장료, 허저, 서황, 장합, 하후돈 안행위 비례 후보 순번 : 순욱, 가후, 곽가, 순유, 정욱 각 유권자는 국방위에 대해서는 촉을 지지하지만 안행위에 대해서는 위를 지지할 수도 있습니다. 그렇게 2표씩을 행사하여, 국방위는 촉과 위가 5:2 정도의 비율로 득표했지만, 안행위는 2:3으로 득표했다면, 당선자는 다음처럼 됩니다. 국방위 : 관우, 장비, 조운, 마초, 황충, 조인, 하후연. 안행위 : 순욱, 가후, 곽가, 제갈량, 방통 이러한 제도의 장점에 대해 생각해보겠습니다. 1) 정책 선거를 유도할 수 있다. 2) 유권자가 더 많은 표를 행사함으로써 더 정확한 민의 반영이 가능하다. 3) 국회의원의 전문성을 높일 수 있다. 4) 득표율과 국회 구성 비율이 비슷해진다. 단점으로는 1) 유권자들이 각 상임위별로 세세하게 공부해보고 고민해서 투표할까? 귀찮아서 투표를 포기할까봐 걱정이다. 2) 어떤 분야의 전문가가 아닌, 순수 정치인들의 입지가 줄어든다. 협상과 타협을 전문으로 하는 정치인도 분명히 국회에는 필요한데... 3) 선거를 너무 자주하면 비용이 부담이 될 수도. 4) 지역구가 그렇게 무의미했던 것인가. 5) 가장 치명적인 단점으로는, 한번도 실행된적이 없기에 어떤 단점이 있는지 알 수가 없다는 점! 아무튼. 이쯤에서 상상의 나래를 접습니다. 뇌내망상 읽어주셔서 감사합니다. 사실 저도 지역구 수를 줄이고 비례대표를 늘리는 것이 좋지 않을까 하고 생각하지만, 지역구 수를 너무 줄이면 인구가 적은 시골 지역이 문제가 되겠죠. 이번에 선거구가 바뀐 것 또한 그 문제 때문이니까요.
