ISIS생성에 책임이 있는 이들은 많습니다. 그 누구도 처음부터 ISIS를 만들어보겠다고 의도하지는 않았지만 - ISIS는 동맹조직이 전혀 없이 자기 빼고 모두가 적 - 여러 국가들의 실수와 근시안적인 정책이 ISIS를 낳게 된 거죠. 미국과 동맹국에 있는 국가들, 미국의 적국들, 그리고 미국까지도 모두 책임이 있습니다. ***바샤르 알 아사드 - ISIS가 생겨난 가장 큰 원인은 시리아의 리더 아사드입니다. ISIS에게 많은 영토를 내주었죠. 미국이 이라크를 침공한 뒤 2003년에 아사드는 지하드를 잘 양성해서 시리아정부에 유리하게 이용해 먹기 좋겠다 생각했죠. 지하디스트들을 이라크에 들여 이라크에 있는 미군들을 제압하게 만들면 미군이 시리아를 위협하기가 힘들어 질 것이라 여겼지요. 아사드의 지원으로 인해 이라크 내 지하디스트 반란이 힘을 얻게 되고 게중에는 알카에다도 있었던 거고요. ***2011년 시리아에서 내전이 발발하자 아사드는 같은 전략을 자국에서 이용해 먹습니다. 시리아에 수감되어 있던 수십 명의 지하디스트들을 석방해 이들이 시리아반군에 유입되어 지하디스트 운동을 배양토록 합니다. 그의 전략은 반군들을 초극단으로 몰아붙여 세계가 그 아니면 알카에다 둘 중 하나라는 답안지만 갖게 만드는 것이었습니다. 도저히 알카에다를 도울 수는 없도록 극단적으로 만들어 아사드 반군에 대한 지원을 근절하고자 함이죠. 밑도 끝도 없는 자폭작전 같지만 효과가 있었습니다. 아사드가 시리아 내 알카에다의 힘을 키워주자 미국과 다른 강대국들은 시리아반군들을 안전하게 지원할 수 없음을 깨닫게 되죠. ISIS가 알카에다로부터 떨어져 나와 시리아 내의 다른 반군들과 전투를 벌이자 아사드는 기회를 포착하게 됩니다. 이제 아사드 최대의 적인 시리아반군들과 전투를 벌이는 그룹이 ISIS죠. 반군의 목적은 아사드를 전복하는 거지만 ISIS는 동부시리아에 소규모의 정부를 세우는 것이 목적입니다. 아사드는 그런 ISIS와 자신의 적인 시리아반군들이 투닥투닥 싸우도록 내버려 둡니다. 비록 이 때문에 시리아의 상당영토를 포기하고 ISIS의 혹독한 지배 하에 귀속시켜야 했지만 그의 전략으로 말미암아 시리아반군들을 악명높은 아사드와 ISIS 중간에 가두는 데 성공합니다. ***이라크 지도자 누리 알말리키 - 미국의 지지를 등에 업은 말리키가 2006년부터 2014년까지 수상으로 재임하며 엄청난 삽질을 해댄 통에 이라크정부는 점점 더 부패하고 독재적으로 변해갑니다. 2011년에 미국이 이라크를 거의 떠나자 그는 시아친정부를 세워 점점 소수 수니파들을 옥죕니다. 수니파가 저항하자 잔인하게 진압하죠. 수니이라크인들은 자신들에 대한 정부의 반감과 부당함을 확실하게 깨닫고 지하디스트들이 비옥한 영토로 돌아오도록 도와 줍니다. 이 지하디스트들이 나중에 ISIS가 됩니다. 미국은 결국 2014년에 말리키를 퇴출시키고 좀 더 포용적인 리더가 당선되도록 도와줍니다. ***사우디 아라비아와 다른 걸프 아랍 국가들 - 팽배한 오해와 달리 사우디 아라비아는 ISIS를 지원하지 않습니다. 다른 아랍 산유국들도 마찬가지입니다. 워싱턴재단의 로리 플롯킨 보가르트에 의하면 사우디정부가 ISIS를 재정적으로 보조해준다는 신뢰할 만한 증거는 없다고 합니다. 이 모든 나라들은 ISIS가 자신들에게 위협이라고 생각하고 그것은 사실입니다. ISIS는 이미 사우디 아라비아와 쿠웨이트에 공격을 감행했지요. 그런데 사우디 아라비아와 그 외 아랍국가들은 시리아 내에 있는 ‘다른’ 지하디스트 그룹에는 재정적 지원을 해 왔습니다. 그들 또한 시리아 독재자 아사드가 전복되길 원했고 이를 위해 가장 효과적인 조직이 지하디스트라고 생각했거든요. 이게 결국 시리아 내에 지하디즘이 전반적인 성장세를 보이는 데 기여했고 덕분에 ISIS가 더욱 견고해지게 됩니다. 사우디 아라비아와 다른 아랍국가들의 일개 개개인들은 ISIS를 직접적으로 지원해서 그들의 극단주의이념을 북돋기는 합니다. 그들의 정부가 개인들의 재정지원을 차단하려고 애는 썼지만 충분하지 못했죠. ****터키 - 터키정부도 사우디정부와 마찬가지로 시리아 내의 지하디스트들이 일어나도록 부추겨 아사드를 전복시키길 고대했습니다. 터키는 시리아와 기다랗게 국경을 접하고 있어 지하디스트들이 자유롭게 드나드는 것이 가능했습니다. ISIS가 기승을 부리자 터키는 딱히 그들을 지지하지도 않지만 그렇다고 해서 맞서 싸우지도 않았습니다. ISIS는 시리아의 쿠르드족과 전쟁 중인데 쿠르드족이 터키의 적이거든요. ****이란 - 시리아독재자 바샤르 알아사드의 최고 우방국이 이란이고 이란도 중동의 이란국력을 보호하고 그의 적국이며 국지전을 벌이기도 하는 사우디 아라비아와 대척점에 있기 때문에 중요한 동맹국으로 여기고 있습니다. 이란은 자국의 군인 수천 명을 시리아에 두고 있는 것으로 보이는데 마치 아사드의 전쟁을 대신 치르고 있는 것처럼 보일 때도 있습니다. 그래서 이란이 이라크의 ISIS와는 전투 중임에도 불구하고 동시에 ISIS등극에 기여한 아사드의 긴밀한 공모자이기도 합니다. ****부시정권 - 2003년 미국의 이라크침공은 ISIS등극의 직접적인 원인입니다. 미국의 침공은 지하디스트들에게 십자군원정의 침략에 맞서 싸우자는 압도하는 새 대의를 제공해 주었고 이에 이라크정부와 연을 끊고 지하디스트 조직에 대거 지원하는 이들이 생기게 됩니다. 이라크 전쟁이 없었다면 아부 무사브 알자르카위의 기괴한 테러조직이 알카에다와 연합해 AQI를 형성, 결국 ISIS가 되는 일은 없었을 겁니다. 미국의 침공은 이라크내전이 그 원흉이었습니다. 수니-시아 간의 폭력은 수니의 공포를 가중시켜 많은 이들이 극단주의로 기울도록 만들었습니다. 많은 수니파사람들은 세계종말이 운명처럼 드리워지고 있다고 느끼게 되고 이런 감성이 ISIS이념 상당부분을 차지하게 됩니다. 사담 후세인이 오랫동안 이란과 사우디 아라비아 두 나라와 적대적이었던 관계로 사담을 제거하자 중동의 기존질서가 깨져 이란과 사우디 아라비아 사이에 냉전이 촉발하게 됩니다. 이 두 나라는 시리아 내전에도 기름을 붓게 되고 이런 식으로 꼬리에 꼬리를 물고 갈등이 끊임없이 전개되어 왔던 거죠. ****오바마 정부 - 오바마가 부시정부당시의 거래에 근간하여 미군을 이라크로부터 철수시킨 것이 재앙적인 실수였는지에 대해서는 전문가나 역사가들은 아마 앞으로 수 년동안 갑론을박이 대단할 겁니다. 몇 천명의 미군을 주둔시키는 것으로 ISIS의 이라크침략을 막을 수 있을 것일까요? 이라크로선 제발 미국이 떠나줬음 하는 상황에서 오바마가 미군주둔을 끌어낼 거래의 여지가 있기나 했을까요? 둘다 아니라고 한다고 해도 미국개입의 부재로 인한 실패는 많이 찾아볼 수 있습니다. 미국은 2014년에 이르러서야 말리키를 축출했는데 그 때는 이미 말리키정부가 지난 삼 년 동안 ISIS가 생성될만한 악재들을 이미 심어놓은 후였습니다. 미국은 시리아내전에 관여하는 것도 일찌감치 거부했습니다. 초창기는 반군이 그닥 초극단주의도 아니었고 미국이 개입했다면 어쩌면 가장 잘했을 법한 시기입니다. 그러나 개입은 늦었고 시간이 지나자 미국이 폭탄을 투하한다거나 반군들을 조력해 줄 명분이 줄어들어 버렸습니다. *****************ISIS는 어떻게 막을 수 있나. 지난 해 세계는 사실 ISIS에 대항해 잘 선방했습니다. 미국주도의 폭탄투하라든지 이라크나, 시리아의 쿠르드 족에 의한 군캠패인과 같은 노력들로 인해 ISIS영토의 20-25퍼센트가 사라졌습니다. ISIS에게는 엄청난 손실입니다. 그런데 아이러니하게도 이것이 바로 ISIS가 파리테러를 감행하고 이집트에서 러시아 항공기를 격추시킨 이유입니다. 그들이 지원자들을 끌어모으기 위해서는 승리의 서사시가 필요하고 테러공격은 실패해도 승리하는 가공할 만한 도구입니다. 또한 공격을 주춤하고 있는 외국 국가들에 대한 반응이기도 합니다. 테러 덕분에 프랑스는 ISIS공습에 가담하게 되죠. 그러나 진실은, 이라크군과 시리아에 있는 쿠르드 족을 도와주는 한편 ISIS를 공습하는 현 세계의 전략으로는 충분하지 않다는 것입니다. 이쪽 외교분야에서 진부한 클리셰에 불과한 얘기지만 전문가들은 ISIS가 군사문제임과 동시에 정치문제라고 지적합니다. 달리 말해, 정치문제로 접근하지 않으면 그들에 대항해 총과 폭탄으로 싸우는 것만으로는 이길 수 없다는 말입니다. 그 정치문제는 다방면에서 가장 이기기 까다로운 싸움이고 대략 세 가지로 추려낼 수 있습니다. 1)**** 시리아는 평화거래가 필요하다 - 시리아에서 내전이 계속되는 한 ISIS를 이기기란 불가능합니다. 아사드는 반군에 더 신경쓰느라 ISIS와 싸울 생각이 없고 반군들은 아사드가 주적이라 ISIS를 집중공략할 생각이 없습니다. 한편 전장은 무풍지대가 없는 방대한 혼란지대라 ISIS가 득세하기 딱 좋은 환경입니다. 시리아의 수니파들이 시아정부로부터 벗어날 안식처를 찾아 심지어 ISIS를 바라볼 정도입니다. 따라서 시리아의 ISIS를 제압할 유일한 방법은 시리아 정부와 시리아 반군들 사이에 평화를 유도하는 것입니다. 파리공격 후 세계 지도자들은 이 점에 더욱 주력하고 있지만 남아있는 장애물이 엄청납니다. 2)****이라크정부도 시정될 필요 있어 - 말리키가 물러나고 새로운 수상 하이더 알아바디가 이라크의 수니파들에게 포용을 보이는 편이지만 다수 이라크인들이 이에 반감을 가지고 있습니다. 특히 시아파 강경그룹과 이란정부는 시아 이라크정부를 원하고 바그다드에서 상당한 영향력을 행사하고 있습니다. 아바디가 모든 옳은 조치를 취한다고 해도 이라크 수니파들은 이미 시아정부는 두려워하고 불신해야 할 존재임을 지난 10년 간 뼈저리게 경험했습니다. 수니가 포용되려면 오랜 시간이 걸릴 것입니다. 다른 두 정치적 요소에 비하면 쉬운 문제지만 여전히 힘든 일입니다. 3)****이란과 사우디 아라비아는 대리전에서 물러서야 - 이 두 아랍강국은 시리아 내의 자기 편을 각각 조력하며 중동지역에서 일종의 냉전을 치르고 있는 중입니다. 두 나라 다 수많은 시리아민간인까지 살상하며 시리아 내전을 주도하고 있습니다. 이는 시리아에 평화를 불러와 ISIS를 재패하고자 하는 데 크나큰 걸림돌입니다. 아이러니하게도 둘 다 ISIS를 반대함과 동시에 지지합니다. 이란과 사우디는 단지 서로의 싸움이 중요할 뿐이지 더 유리한 결과가 무엇일지에는 관심이 없습니다. 자신의 최우선과제가 바뀌거나 시리아에서 철수하도록 강요받지 않는 한 두 나라는 계속해서 시리아내전을 주도할 것이고 이는 ISIS의 존속에 도움이 될 것입니다. 이 세가지 문제를 해결하는 것으로 ISIS를 패배시킬 수 있는 것은 아닙니다. 조직은 여전히 지상에서 전투를 벌일 것입니다. 미국은 현재 시리아와 이라크 내 쿠르드족을 지원하고 있고 이라크군도 지원하고 있는데 이라크군은 시아 무장단체와 이란의 지지를 받고 있습니다. 미국지원을 받는 조직 중에는 아랍 수니가 하나도 없습니다.
