합계출산율이 0.6을 바라보면서 또산율 이슈가 또 언론을 채우고 있는데요. 개인적으로는 최소 향후 20년간은 출산율 1 절대 회복 못하고 한 5년만 지나도 출산율 0.6~0.8이 당연한 뉴노말이 되서 뉴스조차 타지 않을 것 같습니다. 과거 이태백이나 사오정이나 비정규직 문제 같은 여러 사회문제들이 떠들썩 하다가 땜질 몇 번 하고 몇 년 지나니 당연한 현상이 되서 더는 말도 안 나오는 것처럼요. 정치인이든 언론이든 말로만 출산율 출산율 하지만 실제로 출산율을 올리기를 바라는 사람은 없습니다. 그들이 요구하는 것은 인적'자원'이지 '인'적자원이 아니거든요. 사실 출산율 올리기보다는 이민 개방해서 외국인 수백만명이 들어와서 일자리 경쟁해주는게 사회지도층이 보는 인구 문제 해결법일지도 모릅니다. 지금도 지방 저임금 일자리는 거의 다 외국인이 차지하고 있기도 하고요. 다만, 똑같은 정책을 써서 유럽에서 그렇게 실패를 했는데 실패한 정책을 대놓고 추진하기가 힘들 뿐이죠. 하지만 필리핀 가사도우미를 최저임금 적용 안하고 데려오느니 마느니 하면서 슬슬 시동걸고 있죠. 출산율 정책을 내놓은다는지 10년은 지난 것 같은데 제대로 된 출산율 정책은 1개도 없습니다. 예산도 아직도 온갖 엉뚱한 것에 저출산 딱지만 붙어있을 뿐이죠. 가사도우미 모델이 싱가포르, 홍콩인데 여기도 거의 한국 다음으로 세계 최저출산율을 기록중이죠. 그리고 출산율 대책이라고 연구한다는데 부모가 야근하니 초등학교 돌봄확대, 여아 조기입학? 정책방향성만 봐도 실제 출산율 늘리는데는 아무 관심이 없다는 것을 알 수 있습니다. 계속 이렇게 출산율 낮아서 생산가능인구 없다고 떠들어대다가 나중에 인구의 20% 정도 외국인 인력을 수입해서 노동시장수요를 대체하지 않을까 싶습니다. 지금 유럽에서 극우파 판치는 것처럼 시간 지나면 한국 사회는 개판이 되겠지만 이미 그 때는 정책결정권자들은 오늘내일 하고 있을테니 자기는 알 바 아니죠. 물론 정책결정권자들 아들, 딸들은 이미 미국시민권 따고 미국에서 룰루랄라 살테니 아들 딸, 손자 손녀 걱정도 할 필요 전혀 없고요. 정치인들 좌파 우파 가릴 것 없이 무슨 학계니 법조계니 경제계니 가릴 것 없이 조금 끗발 날린다 싶은 사람들 자녀는 죄다 미국인이거나 미국 유학파 출신. 정책에 영향이라도 조금이라도 끼치는 사람들부터가 죄다 자기 미래를 미국에 배팅하고 한국은 망하든 말든 신경도 안 쓴다 혹은 무조건 망한다라고 생각하는데 과연 나라 미래를 위해 제대로 된 정책을 내놓을 생각이나 있을까요? 그냥 자기 사는 2~30년 동안 한탕 오지게 하고 돈 번거 자식한테 물려줘서 자식이 미국에서 주류로 자리 잡으면 인생의 목표 끝 아닐까요? 한국이야 망하든 말든 어떻게 되든 말이죠. 무슨 성경책에 나오는 로마 시민권 따려는 이스라엘인 보는 듯 해요. 부동산만 봐도 서울집중화 문제 나온지 몇 십년은 지났는데 결국 집 짓고 인프라 투자하는거는 수도권밖에 없습니다. 건설사랑 손잡고 그린벨트에 부동산 지어서 오지게 한탕하겠다는 생각 밖에 없는거죠. 출생아 수는 주는데, 아직도 수도권에 아파트를 수만채씩 지어대니, 나중에는 그거 다 누가 살까요? 부산도 인구가 순유출하고 있다는데, 지방은 살릴 생각도 없습니다. 지금 쓰러져 가는 지방 살릴려면 세금을 때려부어야 하는데, 그럴 세금은 없다는거죠. 대신 공짜나 다름없는 그린벨트 풀어가지고 거기에 아파트 짓고 분양하는거는 땅 집고 헤엄치기고요. 그리고 어차피 거기 사는 사람 죄다 서울, 강남으로 출퇴근 할테니 강남 집값은 수도권 확장 될 수록 오를 수밖에 없습니다. 서울 주요지역도 마찬가지에요. 한국에서 방귀 좀 뀐다 하는 사람들은 다 강남 사니 나라가 망하든 말든 수도권 집중화 반대할 이유가 없죠. 오죽하면 헌법대법관들이 헌법을 창조하면서 서울을 지켰겠습니까. 그 분들 아들 딸 중에 미국 사는 분들 얼마나 되는지 궁금하더군요. 전에 한은 총재가 저출산 해결 위해서 외국인 인력 수입해서 일 시키면 되는 해결책이 있다고 해결책은 다 아는데, 사람들이 반대해서 실행을 못 할 뿐이라고 해서 이슈가 된 일이 있었는데 이 분 자녀 죄다 미국 사셔서 교육비로 20억 쓰셔서 뉴스까지 났더군요. 출산율에서 출산 되는 아이를 사람으로 보지를 않는데 대체 누가 애를 낳을까요. 지금 요구하는 출산율이 자연권을 가진 사람으로서 필요하다는게 아니라 68시간 근무하고 하청의 재하청의 재하청 일자리에도 피터지게 경쟁해서 들어오고 너 아니어도 일할 사람 많아~~ 에 일할 사람을 맡으라는 그냥 7~80년대에 노동자 갈아서 경제성장 했듯이 계속 갈릴 자원으로서의 사람을 원하는건데 어떤 부모가 자기 자식 갈아서 나라 경제성장하라고 애를 낳고 싶겠습니까. 사람을 사람으로 안 보고 그냥 화력발전소에 들어가는 석탄으로 보는데요. 그것도 애를 낳아도 제대로 키울 틈도 안 주고 육아휴직도 제대로 없어 매번 야근에 그 대책으로 무슨 10시까지 어린이집을 운영한다느니 외국인 가사도우미 싸게 준다느니 그냥 석탄관리할 사람이 부족해? 외국에서 석탄관리인 싸게 데려와 줄게. 이거를 자기 애한테 하고 싶은 부모가 한 명이라도 있을까요? 차라리 강제징병처럼 강제출산 만들고, 스파르타마냥 고아원에 죄다 몰아넣고 24시간 육아하는게 어떨까요? 8시부터 10시까지 어린이집이 상설화 되면 그 다음 단계는 여기 아닐까요? 한 20년 뒤에 차우세스쿠 아이들처럼 일생을 고통 받아서 나라 절단내도 어차피 그런 정책 결정한 사람들은 오늘 내일하고 자식은 다 미국 가있으니 모두 해피하지 않을까요? 거의 애 낳는거를 미네랄 왜 이렇게 못 캐. scv 좀 더 뽑아식으로 요구하고 출산율 정책이라는게 인간 = 석탄. 등식을 놓고 석탄 관리하듯이 애를 관리하려고 하니 부모 된 마음으로 과연 애를 낳고 싶을까 싶습니다. 진짜 자기 가진 것만으로도 애한테 부족함 하나 없이 잘해줄 만한 부자거나 그냥 아무 생각 없이 낳는 바보거나 둘 중 하나만 애를 낳으라고 사회가 강요하는 수준이에요. 애랑 저녁 먹고 주말에 나들이 가고 애가 커서도 행복하게 자라길 바라지. 주 68시간 근무하면서 어린이집 등하원 때만 애 얼굴보고 커서도 자기처럼 몸을 석탄마냥 태우길 바라며 애를 낳고 싶겠습니까. 현실은 다 부족한데도 그냥 애한테 부족함 없이 잘해줄거라 다짐하며 낳는 부모가 대다수겠지만요. 정말 출산율을 올리고 싶은 생각이 있으면 세금을 때려박는 방법밖에 없습니다. 지방 도시 하나 육성해서 세제혜택 끔찍하게 줘서 기업 이전하게하고 거기 임대주택 쫙 깔아서 직주근접도시 하나 만들던지. 지금 둘 중 하나도 눈치보여서 쓰기 힘든 육아휴직 법적으로 심각하게 정해서 둘 다 애 낳은 직후 1~2년은 쉴 수 있게 하고 기업에 세금지원 해주던지. 그냥 어떻게든 지금 노예들은 야근 계속 시키면서 돈 1원도 손해 안 보고 부려먹고 싶고 낳은 애들은 고아원 보내서 석탄 관리하듯이 관리시키고 그러면서 왤케 미네랄이 부족하냐 scv 안 뽑냐. 외국에서 scv 수입해야겠다. 이런 태도로는 출산율 절대 안 오릅니다. 사교육이니, 부동산이니, 혼외출산, 비연애 비혼이니 사실 이유가 많지만 이 것보다 그냥 나라에서 인간을 바라보는 태도 자체가 틀려먹었어요. 사람을 사람으로 안 보고 그냥 뭔 석탄이나 목재나 구리 같은 것으로 보니 자기 자식 세상에 내놔서 누가 이런 취급 받게 하고 싶겠습니까. 근본을 바꾸지 않으면 뭘 바꿔도 똑같습니다. 애초에 출산율을 인생을 살아가는 사람이 태어나야 된다는 개념이 아니라 경제발전 해야 되는데 녹일 석탄이나 철이 부족하다는 개념으로 가는데 해결법이 어떻게 바르게 나올까요? 문제조차 거꾸로 보고 있으니 해결법이 바로 나올리가 만무하죠. 그러면서 정작 저런 정책 결정하는 사람들 자녀는 미국에서 교육 받고 있고요. 전쟁은 정책결정권자랑 실제 전쟁에서 죽는 사람이 달라서 일어나는 일이라는데 현재 출산율 정책도 똑같습니다. 어차피 정책 결정권자 자녀들은 출산율 정책에 영향 안 받아요. 미국에서 사는거 아니더래도 그런 정책 따위에 영향 없을만큼 부자니까요. 근데 각종 비리에는 수 백억 나가도 아무렇지도 않으면서 복지 정책에 수 십억 쓰는것은 피눈물 흘리면서 결사반대하는 나라라서 아무래도 절대 안 될 것 같습니다. 사람을 사람 취급 하는 데도 돈이 들거든요. 해먹을 세금도 부족한데 제대로 투자할 세금이 있겠어요. 지금 해먹는 세금 다 틀어막고, 부족하면 증세해서 기득권층 파이 뺏고 해야 될 텐데 그렇게 하면 국민들이 북한이냐고 들고 일어날 것 같네요. 결국 20년 뒤에 유럽마냥 외국인 수입하고 40년 뒤에 지금 유럽마냥 극우파 창궐하는걸로 인구정책은 마무리 되지 않을까 싶네요. 그 해결법으로는 아마 또 돈은 하나도 안 들어가지만 효과는 없는 실패한 정책을 답습하면서 끝 없이 이어지지 않을까요 Warning: Use of undefined constant no - assumed 'no' (this will throw an Error in a future version of PHP) in /home/redtea/html/a_skin/bbsd/view.php on line 133 Warning: Use of undefined constant no - assumed 'no' (this will throw an Error in a future version of PHP) in /home/redtea/html/a_skin/bbsd/view.php on line 146 Warning: Use of undefined constant vote - assumed 'vote' (this will throw an Error in a future version of PHP) in /home/redtea/html/a_skin/bbsd/view.php on line 161 3
