[5-6] 『隋書』 卷84 列傳49 北狄 突厥. 그런데 이러한 관계는 사실 계민가한이 장성 이남의 비옥한 땅에 살며 막대한 재물을 하사받고 있었기 때문에 가능한 것이었습니다.[5-7] 실제로 계민가한은 수나라에 자신의 충심을 강조하면서도, 계속해서 물자를 지원받고 장성 이남에 거주하고 싶은 마음을 숨기지 않았습니다. [5-17] 『新唐書』 卷217 列傳142 回鶻. 그런데 이듬해에는 상황이 다시 달라집니다. 642년 설연타는 당에 내속해 있던 계필부를 이반시켜 귀부하도록 했고, 계필하력은 이를 막지 못하고 설연타로 끌려갔습니다.[5-18] 당태종은 결국 신흥공주(新興公主)를 출가시키겠다고 약속한 뒤에야 계필하력을 돌려받을 수 있었고요.[5-19] 진주가한은 그제야 유화적으로 나왔습니다. 혼인을 위해 폐물은 물론 말 5만 필, 소와 낙타 1만 두, 양 10만 마리를 헌납한 것입니다.[5-20] 가축들을 고비사막 너머 1만 리 길로 보내는 동안에만 거의 절반이 손실되었고,[5-21] 설연타 제부들은 아직 국혼이 이루어지기도 전에 막심한 지출을 감내한 셈이었습니다. [5-20] 『資治通鑑』 卷197, 貞觀 17年 閏6月, “薛延陀眞珠可汗使其侄突利設來納幣, 獻馬五萬匹, 牛·橐駝萬頭, 羊十萬口.” [5-21] 『舊唐書』 卷199 列傳149 鐵勒. 하지만 정작 당나라 측에서는 다른 계획을 가지고 있었습니다. 예컨대 계필하력은 진주가한은 성질이 사나워 혼인이 이루어지지 못하면 불과 1~2년 안에 병사하며, 그러면 두 아들이 서로 대립하게 되므로 설연타를 쉽게 제어할 수 있다고 간언했죠.[5-22] 이 계책은 당태종에게 수용된 것으로 보입니다. 마침 설연타가 보낸 가축과 예물이 기한을 넘겨 도착했고, 당태종은 이를 빌미로 혼인 약속을 파기해 버렸지요.[5-23] 가축을 추가로 보내라는 것도 아니고, 손실된 가축을 보전해 준 것도 아니며, 받은 가축을 돌려주었는지도 불확실한 처사였습니다. 이렇게 되자 설연타는 다시 돌궐 항호들을 공격하고, 당나라의 변경을 약탈하기 시작했습니다.[5-24] [5-22] 『資治通鑑』 卷197, 貞觀 17年 閏6月 10日 조. [5-24] 『舊唐書』 卷199 列傳149 鐵勒. 당태종이 고구려 원정을 떠난 것은 바로 이러한 때였습니다. 기실 설연타 문제는 전혀 해결되지 않았었던 것입니다. 당태종도 이를 알았고요. 그는 원정을 떠나며 설연타의 사신에게 다음과 같이 말했습니다. “너의 가한에게 전해라. ‘우리 부자가 함께 동쪽으로 고려(高麗)를 정벌할 것이니, 네가 만약 변경을 약탈할 수 있다면, 어디 곧바로 와 보아라.’” [5-25] 『新唐書』 卷217 列傳142 回鶻, “夷男沮縮, 不敢謀, 以使謝, 固請助軍.” [5-26] 『舊唐書』 卷199 列傳149 鐵勒, “夷男氣懾不敢動.” [5-27] 『新唐書』 卷110 列傳35 執失思力. 집실사력전의 내용을 취신한다면, 설연타가 하주까지 공격해 온 시점은 진주가한이 사망하기 이전입니다. 비록 당태종이 645년 9월 7일에 진주가한을 위해 발상하였다는 기록[5-28]이 유명하지만, 이것은 요동에 있던 당태종이 발상을 한 날짜이지 진주가한이 사망한 날짜는 아니지요.[5-29] 반면에 8월 10일에는 당태종이 “내가 연타(진주가한)의 죽음을 헤아리고 있다.”라고 말한 바 있습니다.[5-30] 이때는 643년에 계필하력이 진주가한의 병사를 예상한 뒤로 꼭 2년가량이 지난 시점이었고요. 그렇다면 당태종은 이미 나름의 경로를 통해 진주가한이 8월 10일을 넘기기 어려울 것이라는 첩보를 입수했던 것으로 여겨지며,[5-31] 설연타의 침공은 그 이전에 발생한 것입니다. [5-34] 정원주, 「645년 당 태종의 고구려 원정 목적과 의미」, 『고구려발해연구』 67, 2020, 93쪽. 이때 당나라의 하주(陜西省 靖邊縣 紅墩界鎮 白城子村)[5-35]에서 안시성까지는 대략 1500km입니다. 또한 전한대(前漢代)의 긴급한 군사보고는 하루에 500리 이상을 주파하였는데,[5-36] 전한의 1리는 약 405m이므로 하루에 200km가량을 이동한 셈입니다.[5-37] 이렇게 하루에 500리가량을 이동하는 보고 속도는 당나라에서도 크게 다르지 않았던 것으로 추정되므로,[5-38] 설연타의 침공에 대한 정보는 최초 습득 이후 약 8일 만에 당태종에게 전해졌을 것입니다.
