세금 관련 업종에서 야근하다 일은 힘들고, 게임 방송이 9시에 시작해서 그 중간에 남의 소득 엿보며 든 생각을 남겨봅니다. 1. 근로소득자들은 정말 세금을 많이 낸다. 최저시급 기준으로 하루 8시간 만근하는 분들과, 그 두배까지도 그럭저럭 괜찮은데, 고연봉으로 갈수록 세금이 정말 기하급수적으로 오르는거 같습니다. 급여 구조도 세전 45백만원까진 15% 공제라도 있는데, (급여 자체를 %로 줄여주는 효과) 이를 초과하면 5%로 줄어듭니다. 그리고 이분들이 가족들 인적공제나 신용카드나 기타 잡다한거 다 끌어쓰고도 과표 88백만원을 초과한 때 세율구간이 24%> 35%로 점핑하면서 국가에 큰 기여를 시작합니다. (세전 1억은 넘어야 35%로 세금도 낼 수 있습니다) 참고로 소득세율은 6%> 15> 24> 35> 38> 40%... 이런 순으로 뛰는데, 왜 이렇게 불규칙하고 24~35% 사이는 간격이 큰지도 잘 모르겠습니다... 이중 절정은 급여 받는 의느님으로 보이는데, 병원이랑 세후로 계약하다 보니 얼마나 많은 세금을 내는지 별 신경을 안/못 쓰는거 같습니다. 대학병원에 한분 신고하다 보니 대충 1/4? 본인이 받은거 기준으로 1/3이 세금으로 이미 뗀 상태입니다. 일반적으로 고정%인 4대보험이 급여에서 차지하는 비중이 보통 더 높은데, 이쯤 되면 4대보험이 한도에 걸려서 오히려 낮아집니다 병원은 사업자인 경우에도 건강보험 적용 때문에 매출이 거의 다 보여서 대체로 모범 납세에 해당합니다. (*소득세의 세수 비중은 단일 세목 중 가장 큰데, 양도소득세가 들어가 있지만 결국 개인한테 걷는 세금이란건 동일해 보입니다) 2. 사업소득의 편차는 어마어마하다. 매출은 차치하고 세금은 정말 한명의 잘 나가는 사업자가 나머지 몇십명의 세금 이상을 냅니다. 그리고 오래 사업하면 위의 근로소득과 사업소득의 차이를 이해하기 때문에, 해당 사업장의 근로자가 개인사업화 되는 경우가 종종 있습니다. 작년까지 급여 받던 사람이, 1인 사업자 내서 하청업체처럼 되는 거죠. 어떻게 보면 대형 회사들은 이미 잘 사용하는 방법 같습니다. 그렇다고 매출 없는 사업자들이 세금을 안내냐면 또, 본인이 창출한 부가가치의 10%는 부가세를 통해 국가에 부지런히 납부합니다. 최종적으로 부담하는건 소비자이지만, 경쟁이 치열할수록 가격 경쟁을 하다보면 조세의 전가라는 경제적 논리에 따라 실제 부담은 사업자에게도 귀착되기 때문에 소비자의 선택권이 넓은 사업에 종사하는 영세사업자일수록 부가세 기여분은 더 높아 보입니다. (매입에 대한 차감 등은 편의상 제외하고, 노동으로 창출한 부가가치만 감안하겠습니다 ㅎ 매출의 10%가 아닌 부가가치의 10%! ) 이게 마진율이 10%를 못 넘는 사업이라면 사실 본인이 버는 것보다 세금이 더 큰 경우도 있습니다. 다행이 사업이 커지든 작아지든 오래 유지는 못합니다... 3. 아직 과세되지 않는 소득도 많다. 대표적으로 주택임대는 아직도 자진 신고에 많은걸 걸고 있습니다. 임대차계약서 신고제도 23년 5월 말까지 추가 1년 유예를 받아서 의무가 아닙니다. 반대로 신고 전에는 세무서에서 임대소득을 어떻게 알고 있었을까요? 과세권에 들어오기 위해서 몇년간 장기적인 노력을 걸치고 있는데 현재진행형 입니다. 중고거래 사이트를 이용한 사업자도 최근 안전결제/번개페이 등 전자결제가 활성화되면서 노출된 경향이 큽니다. 이외에도 정말 많은거 같지만 애초에 세금을 안내는 분들은 세무사무실로 찾아오지도 않기 때문에... ㅜ 9시 MSI 가 시작해서 G2의 운명을 지켜보려 가야 합니다. 정기적으로 세무서에선 사업자들을 선정하여 모범납세자상 주는데, 모든 근로자분들은 매년 기본으로 받아야 할 상입니다!
