어린이집이 집단 휴원을 했습니다. 과거 소수만 다녔던 어린이 집은 국가에서 보육료를 지원해 주면서 누구나 가는 어린이 집으로 바뀌었지요. (돈이 많으면 국가지원을 받지 않는 영어유치원을 보내도 됩니다. ) 만 3~5세 영유아를 대상으로 공립유치원은 1인당 6만원, 사립유치원과 어린이집은 1인당 22만원을 지원합니다. 한달에 말이지요. 국가에서 보육료 지원을 해 주면 좋은 점은 많은 사람들이 어린이집을 이용할 수 있다는 점이고, 나쁜 점은 국가에 의해서 가격이 통제되기 때문에 질을 올릴 수 없다는 것 입니다. http://osen.mt.co.kr/article/G1110280358 어린이집 원장의 설명에 의하면 국가에서 지원하는 보육료에서 어린이들의 간식비는 하루에 100원으로 책정되어있다고 합니다. (아마도 한달에 2-3만원정도 이겠지요) 믿기가 어려울 수도 있지만 국가에서 하는 것들을 보면 전혀 못 믿을 말은 아닙니다. 거기에 5000원하는 밥은 6000원, 6000원 하는 밥은 7000원으로 오르지만, 정부는 대부분의 지원금이나 정부가 통제하는 가격들은 물가상승률 보다 낮게 책정하지요. 어린이집들의 요구는 국가지원금을 30만원으로 올리라는 것 입니다. 그런데, 국가지원금을 주는 주체는 불명확합니다. http://www.newsis.com/ar_detail/view.html?ar_id=NISX20141008_0013218817&cID=10204&pID=10200 이 기사는 작년의 기사인데, 올해와 문제가 똑 같습니다. 보육료 지원에 대한 책임을 지방교육처에서 지느냐, 기획재정부에서 지느냐로 해마다 싸움을 합니다. 기획재정부는 교육감들이 생색내는 것을 중앙정부의 돈이 들어가야하느냐... 하는 입장인것 같고, 지방재정자립도가 꽝인 상태에서 중앙정부의 지원없이는 지원사업을 계속할 수도 없는 상태이구요. 그러다보니 어린이집에 대한 보육료 지원액의 인상에 대한 이야기는 더 먼 이야기가 되어버렸지요. 이렇게 된 원인이야.... 결국 돈은 없는데 무상보육의 기치아래 보육정책을 시행한 것이 큽니다. 위 사태에 대한 개인적인 마음은 국가가 보육료 지원을 아예 중단했으면 하는 것 입니다. 국가가 세금을 걷어서 국민에게 돈을 풀기가 싫다, 특히, 자녀 양육에 대한 지원은 더 싫다. 라는 것을 명확히 보여 주었으면 합니다. 그래야 국민들도 국가의 정책이란 시혜가 아니고 획득하는 것이라는 것을 명확하게 인식하겠지요. 근데 진짜 심각하게 보면 우리나라 인구 감소 방지를 위해 육아/보육 정책은 시혜를 해서라도 진행되어야 하는 부분인데.
그리고 국가 복지가 반드시 획득해서만 이루어 진다면 그 또한 문제가 클겁니다.
국민이 현재나 미래의 문제점에 대해 모두 제대로 인식하고 행동해야만 주어진다면 조금 어렵죠.
제대로 된 정치인들이나 학자들이 오히려 해줘야 할 부분이고
무상 보육 자체가 얼마나 의의가 있고 효과가 있냐고 봐야 하는데 사실 육아/보육은 정책은 당장 효과를 증명해내기 어려울 뿐더러
당장 효과가 없어도 최대한 부양해가야 하는게 급선무 중 하나인데.

제대로 된 정치인들이나 학자들이 오히려 해줘야 할 부분이고
무상 보육 자체가 얼마나 의의가 있고 효과가 있냐고 봐야 하는데 사실 육아/보육은 정책은 당장 효과를 증명해내기 어려울 뿐더러
당장 효과가 없어도 최대한 부양해가야 하는게 급선무 중 하나인데.
