(2006). 한국사에서의 수도 집중. 한국사연구, 134, 1-34. 0. 통일신라시대 이래 한국사에서 수도가 수위도시, 제1도시가 아니었던 적은 없었습니다. 1. 데이터상 최초인 통일신라 시기는 한국 역사상 수도의 수위성(주: 제2도시, 제3도시..대비 제1도시 인구의 우위)이 제일 높던 시기. 수도였던 경주 인구는 제2도시의 10배 혹은 그 이상으로 추정됩니다. 세계사적으로 전례가 없는 수준까진 아니지만 높은 편. 수도권 집중 극심하다던 지금도 제1도시 인구는 제2도시의 3~5배 전후입니다. 행정구역(city proper) 기준 2.8:1. 기능적 도시권(FUA) 기준 4:1 혹은 5.1:1. 광역권 기준 3.9:1. 그리고 고대 왕경 설립 ~ 통일신라 시기는 20세기 다음으로 수도가 빠르게 성장한 시기. 수도 인구 비율도 전국 인구의 7%로 전근대치고 작지 않은 수치이며, 이 수치는 천 년 이상 지난 20세기에야 갱신됩니다. 연맹국가에서 영토국가, 정복국가로 발전한 신라다보니 수도가 경제도시보다는 군인들과 지배계층이 집중되고 전국에서 조세를 끌어들이는 정치도시 성향이 강했다고 합니다. 더불어 수도 인구가 17만으로 추정되는데 세계 6-9위라 손꼽히는 수준으로 컸습니다. 율령시기 일본 수도과 비슷한 규모고, 중국의 2개 도시(정확히 어딘진 안나옴), 코르도바, 콘스탄티노플, 바그다드 정도만 경주보다 컸다고. 2. 고려, 조선시기에는 신라 말기 수도 인구가 붕괴된 이후 인구 증가세가 매우 더뎠습니다. 도시화율이나 전국 인구대비 수도의 인구가 감소했습니다. 수도 인구의 붕괴로 수도의 수위성이 약화되어, 수도 인구 대비 제2도시 인구 비율은 20~30% 정도였다 합니다. 다만, 연도별 편차가 있어선지 위의 사진엔 1800년도에 16%로 나오네요. 수도 인구는 통일신라시대의 세계 6-9위에서는 후퇴했지만 13세기 15위, 15세기 및 18세기의 20위 정도로 꾸준히 높게 유지됩니다 전국 중앙이라는 수도의 괜찮은 위치와 약하게나마 이루어진 상공업 발달로 통일 신라, 고려, 조선 전기, 조선 후기로 넘어올수록 수도의 경제도시 성향이 점점 강해집니다. 3. 아실 분들은 다 알지만 조선은 서유럽, 일본 등에 비해 18-19세기 도시화율이 현저히 낮았습니다. 조선 후기 발전과 조선 근대화 가능성의 한계를 논할 때 항상 나오는 지표지요. 그로 인해 19세기 수도의 인구 순위는 급격하게 낮아집니다. 그리고 조선 인구밀도는 18-19세기 기준으로 제일 높은 수준입니다. 이 두 지표로 나타난 조선시기의 재밌는 현상은 "수도 인구는 세계적으로 많았고 수도의 수위성이나 도시 전체 인구대비 수도 인구 비율은 높았는데, 정작 전국 인구대비 수도 인구 비율은 낮은" 현상입니다. 4. 특이하게도 개항기, 일제시기로 오면서 수도의 수위성이 약해져서, 한국사상 수도의 수위성이 이 시기에 제일 약했습니다. 수도 인구대비 제2도시 인구 비율이 30-40%까지 올라갔는데, 수도도 빠르게 성장했지만 여타 지방도시들은 더 빠르게 성장했기 때문입니다. 이는 개항과 일제통치로 인한 일본에 종속된 지방 도시의 발달, 수도의 민족적 주체성 상실 등이 컸습니다. 이때부터 본격적으로 도시화가 진행됩니다. 다만 속도는 해방 및 한국전쟁 후보다는 느렸습니다. 산업 발달로 일제시기에 수도의 경제도시화가 완성되었다고 평가됩니다. 5. 해방 이후는 다들 알다시피 전례없이 빨리 진행된 도시화로 수도(권)의 인구가 급격하게 증가했습니다. 수도의 수위성도 개항기, 일제시기에 비해 확연히 높아짐. 해방으로 인한 수도의 민족 주체성 회복, 분단으로 인한 영토 축소, 국가주도적 압축성장이 큽니다. 그리고 산업의 고도화 덕에 한국의 수도는 경제도시를 넘어 세계도시(world city)로 성장합니다. 근래의 서울, 수도권 인구집중은 통일신라때부터 이어진 역사적 유산도 크게 작용한 듯 합니다. 도시 인구 기준을 뭘로 잡든 수도의 인구가 제2도시의 3-5배 정도라, 통일신라 이후 장기적으로 2.5-6배 내에서 유지되던 거에 크게 벗어나지 않습니다. 국가주도적 경제성장으로 개항기나 일제 시기보다는 수도의 수위성이 높아졌지만, 일제로부터의 해방과 분단 효과도 수위성 증가의 요인임도 감안해야 합니다. 그리고 서울, 수도권 인구 및 인구비율 폭증은 수도(권)의 수위성 증가 효과도 있지만 도시화가 전례없이 급격하게 진행된 효과가 훨씬 커 보입니다. 일제 말기에 20%도 안 되던 도시화율이 몇십년만에 90%까지 높아졌기 때문에, 농촌발 인구유입으로 도시(특히 서울/수도권) 인구가 팽창하는 건 자연스럽습니다. 논문 말미에 서술된 한국의 보편성과 특수성을 언급하는 구절로 글을 요약하자면 "한국의 도시화와 수도 성장은 한국사적인 특수성과 아울러 세계사적인 공통성을 보여준다. 인류사의 중요한 한 추세는 도시화였다. 신석기시대에 정착 농경이 개시되고, 농업이 잉여를 생산하는 단계에 도시가 출현하였다. 이것은 농업혁명과 제1차 도시혁명이라 일컬어 진다. 도시화는 농경시대에 완만히 진행되었으나, 산업혁명 후 공업 사회로 전환하면서 급진전하였다. 한국사의 19세기 이전까지는 농경 시대여서 도시화가 완만하였고, 20세기에 도시화가 빠르게 진행한 것은 공업화시대로 진입하였기 때문이다. 한국 도시사는 다음의 점에서 흥미롭다. 첫째, 한국은 신라통일 이후 세계적으로 규모가 큰 편이고 수위성이 상당한 수도를 장구한 세월에 유지하였는데, 이것은 중국 다음으로 오래된 통일 국가의 역사를 반영한다. 둘째, 도시화와 수도 성장은 중국처럼 연속성을 가지면서도 유럽의 고대․중세․근세의 양상을 약하나마 보여주었다. 거대하고 수위성이 탁월한 신라의 경주는 거대한 고대 도시를 연상시키며, 고려시대에 수도 규모가 작아지면서 지방 도시가 성장한 것은 유럽 중세에서 나타난 현상이며, 유럽의 근세처럼 조선 중․후기에 시장의 성장과 더불어 도시화와 수도 성장은 진전하였다. 그런데 중세적․근세적 변동 양상이 약하게 드러났다. 이것은 중세에 상공인의 자치도시가 성립할 수 없었고, 근세에 시장 발달이 덜 현저한 사정을 반영한다. 셋째, 전근대에 세계 최고 수준의 인구밀도를 달성하면서도 도시화율은 매우 낮은 수준에 머물렀다. 넷째, 신라하대부터 약 천년간 하락추세이던 도시화율은 개항을 기점으로 극적인 반전을 이루었다. 다섯째, 20세기에 도시화와 수도 성장이, 유례를 찾기 힘들 정도로, 동시에 급진전하였다." 재미있는 연구 내용 정리네요. 사실 저는 인구 측면에서 '도시화율'이 높아지는 건 별 문제가 아니라고 봅니다. 당연히 한국은 2~3차 산업 비중이 큰 선진국이고, 큰 도시로 인구가 몰리는 게 이상하지 않거든요. 고부가가치 산업들도 도시에서 많이 발생하고요. 오히려 개도국들이 도시화율이 낮죠. 문제는 한국은 그냥 도시화율이 높은게 아니라, 서울.경기.인천의 수도권이 과잉되어 이쪽으로 인구가 50% 이상 몰린거죠. 앞으로 중요한 과제는 이를 지방도시쪽으로 분산 시킬 방법이 없느냐가 관건일텐데요.
