안녕하세요. 이번에 가입한 뉴비 관중입니다. 피지알에서는 다른 닉네임을 사용했지만... 여기서는 적당히 눈팅만 하고자 관중으로 닉네임을 정했네요. 저는 경찰관입니다. 시험에 합격하고, 교육을 받은 뒤 근무하게 된지 어언 2년 가량 되었네요. 제가 근무하는 곳은 경기도의 모... 지구대인데, 바쁘기로 따지면 그래도 상위권에 속하는 편입니다. 아랫글에 경찰관과 통화하신 글이 있기에 지구대 경찰관으로써 몇가지 팁이나 하소연..을 써볼까 합니다. 1. 여름 신고 건수 >>> 겨울 신고 건수 뭐 당연하다면 당연하지만, 놀기 좋고 밖에서 자도 죽지 않는(...) 여름에 112 신고가 더 많이 들어옵니다. 사람들이 밤까지 놀고 먹고 싸우고 돈안내고... 해프닝들이 많죠. 한여름+올림픽/월드컵+불금불토+방학(..) 등의 디버프가 걸려서 야간 근무 중 신고 건수가 120건을 훌쩍 넘기게 되면 정말 몸에서 땀이 아니라 진물이 나오는 것 같은 느낌을 받습니다. 겨울에는 날도 춥고 하니 다들 일찍 들어가는 편이기에 한결 낫습니다. 대신 교통사고가 상대적으로 늘어나는 것 같고요. 2. 경찰들도 교통 신호는 어기고 싶지 않습니다. 112신고가 들어오면 심각도에 따라 코드3->코드2->코드1->코드1(선지령)->코드0 이런 식으로 표기가 됩니다. 그리고 코드1부터는 저희가 사이렌을 울리고 코드1(선지령)부터는 신호위반 중앙선 침범(...) 등을 저지르며 질주를 하게 됩니다. 정해진 매뉴얼은 아니고 관할마다 편차는 있겠지만, 일단 저희는 그렇게 하고 있네요. 경찰차들이 다른 사람들은 스티커 떼고 자기들은 신호위반한다고들 하시는 분들도 계시지만, 저희도 괜히 위험하게 사거리에서 무법질주를 하고 싶지는 않습니다. 오래 살고 싶어요...ㅠ 그런데 신고 내용이 가령 [아빠가 칼들고 엄마 방에 들어갔다] 이런 식이면 질주하지 않을 수가 없습니다. 간혹 경찰관들이 미친듯이 사이렌을 울리고 새치기/ 차선변경/ 중앙선 침범/ 역주행 등을 하게 되는데... 절대 라면먹거나 야식먹으려 그런 짓을 하는 게 아닙니다... 이해해주세요. 3. 출근하러 가야 하는데 다른 차가 길을 막고 있다!? 상대적으로 주차공간이 모자라고 길이 좁은 지역에 사시는 분들 혹은 원룸 등에 사시는 분들께서 이러한 일로 불편을 겪고 신고를 주시는 경우가 있습니다. 하지만 저희도 자동차마다 소유주의 연락처를 모두 가지고 있는 게 아니라서 해드릴 수 있는 일이 한정되어 있고 대부분 신고자 분들과 크게 다르지 않습니다. 시스템에 차량번호를 검색한다-> 번호가 있다-> 차 주인에게 신고해서 해결! 시스템에 차량번호를 검색한다-> 번호가 없다-> 못해결...사실 이런 경우가 대부분입니다 ㅠㅠ.. 4. 여기서 접수 vs 경찰서에서 접수? 신고를 접수하고 출동을 하게 되면 모욕/ 명예훼손 등등 다소 복잡한 사건들을 신고해주시는 분들도 계십니다. 이런 경우, 저희가 '이런 사건은 저희가 처리하는게 아니고 경찰서에 가셔서 신고하셔야되요'라고 하는 경우가 있습니다. 이건 저희가 결고 귀찮거나 해서 그런 것이 아니고 나름 사정이 있습니다. 지구대는 기본적으로 112신고를 접수해 출동하기에 제한된 시간과 인원으로 일을 하기 위해 신속성과 확실성에 기반하여 업무를 처리합니다. 가령, [누가 누구를 때렸다/ 무엇을 훔쳤다/ 돈을 안냈다] 이러한 신고는 고소장이 필요한 것도 아니고, 가해자와 피해자가 명백히 갈리고 사실관계도 확실한 편이기 때문에 당연히 저희가 접수하고 처리합니다. 하지만 위의 모욕/명예훼손..같은 경우는 고소장이 있어야만 수사를 하는데, 고소장을 쓰는 시간도 상당하지만 혐의가 있는지를 가리는 것도 꽤나 오랜 시일이 걸리기에 지구대 경찰관들이 접수하여 해결하기에는 시간이 너무 오래걸리므로 '경찰서 가셔서 신고(접수)하셔야 해요...'라고 말씀드립니다. 예전에는 보이스피싱도 그렇게 처리했는데, 요즘에는 케바케로 지구대에서 접수해주기도 합니다. 5. 경찰관들도 스티커는 떼고 싶지 않습니다. 지구대에서 간혹 신호 위반자 등에게 교통스티커를 발부하는 경우가 있습니다. 사실 스티커 받는 분들도 기분이 상당히 안좋은 것이 사실이죠. 다들 하는데 왜 나만!?!? ..맞습니다. 안걸리면 처벌받지 않습니다..;; 저희 경찰관들도 그런 억울함을 당연히 이해합니다. 하지만... 바로 앞에서 신호위반을 하는데 경찰 입장에서는 잡지 않을 수가 없습니다. 그리고 그걸 지켜보는 다른 정직한(?) 운전자 분들이 상대적으로 보람을 느낄 수 있는 부분이기도 하구요. 그리고 경찰관들도 제복 벗으면 같은 운전자들이기에... 단속을 하더라도 나름대로 배려를 합니다. 신호위반(6만원)으로 단속하더라도, 기왕이면 안전띠미착용(3만원)으로 해주곤 합니다. 가족들과 함께 운전 중이라거나 아들딸이 동석한 상태라거나... 이런 경우에는 저희도 가장의 자존심을 지키기 위해 더욱 배려를 해주곤 합니다. 이것도 경찰관 개개인마다의 철학..에 의거한 기준이니 '가족들이랑 운전하는데 왜 안봐주느냐!' 라고 항의하시면 곤란합니다... ㅠㅠ 짧은 시간 몇가지 생각나는대로 지구대 경찰관 이야기를 적어봤는데, 혹시나 다른 의견이나 궁금하신 점이 있으시다면... 가능한 한 답변해드리도록 노력하겠습니다. 저도 2년차라서 아는게 많지 않아요... p.s. 이건 어디까지나 제 경험에 기반한 이야기이기 때문에, 지역과 관할 별로 다소 차이가 있을 수 있습니다.
