| Subject | 미국 사람들은 왜 총기사고에 둔감할까? |

저는 미국에 살아본 적이 없습니다. 미국 총 체류시간이 한 두달 쯤 되겠군요. 감안해주시면 감사하겠습니다. 이 글은 "그렇다"가 아니라 "그렇지 않을까?"라는 것이죠.  (출처: https://everytownresearch.org/maps/mass-shootings-in-america/) 위 그래프는 총기난사(Mass shooting)와 관련된 사망/부상자 통계입니다. 여기서 총기난사의 정의는 한 사람으로 인해 한 번에 4명 이상이 사망한 경우를 의미한다고 하구요. 2017년이 저렇게 높이 있는 이유는 그 해에 미국 최악의 테러중 하나인 라스베가스 총기난사 사건이 발생했기 때문입니다. 다른 통계에 따르면(https://www.pewresearch.org/fact-tank/2022/02/03/what-the-data-says-about-gun-deaths-in-the-u-s/) 미국에서 2020년 "한 해에만" 총기로 45,222명이 사망다고 합니다. 근데 2020년에 총기난사로 인한 사망자는 79명입니다. 물론 총기난사의 경우 무고한 희생자들이 발생한다는 점에서 훨씬 더 영향력이 크겠지만, 전체 사망자에 비해 매우 적은 숫자긴 하지요. 마치 비행기 사고처럼, 느껴지는 공포는 크지만 실제 일어날 일은 지극히 적은 것이죠.  (출처: https://everytownresearch.org/maps/mass-shootings-in-america/) 거기다가 총기난사 사건의 61%는 가정에서 일어나서 주변 사람들 쏴죽이는 사건입니다. 미국인들이 "진짜 위협"으로 느낄만한 일반인 대상의 총기난사는 총기난사 중에서도 39% 정도라는 거지요. 여기까진 총기난사 얘기고, 총기에 대한 얘기를 추가하자면 총기 사망자 중에 54%가 자살이고, 타살은 43%, 나머지는 기타인데... 다시 말해 미국인들이 "위험하다"고 느낄 법한 총기로 인한 사망자수는 대략 19,384명이라고 볼 수 있습니다. 혹자는 우발적 총기 자살이 많으니 총기를 금지해야 되는거 아니냐고 할 수 있는데, 개인적으로 자살은 도구 문제가 아니지 않나 싶습니다. 예를들어 우리나라의 경우 음독자살이 과반수인데, 그렇다고 음독자살에 사용되는 약물들을 모두 금지하자는 주장은 할 수가 없으니까요. (물론 특이한 경우, 예를들어 그라목손 같은 경우에는 금지되기도 했지요.) 미국은 교통사고로도 매해 4만명 정도가 사망하는 나라인데, 이러면 총기로 인해 살해당하는 사람들은 교통사고에 비해 반절 정도라는 거죠. 미국 인구가 우리 여섯 배 정도 되고, 우리나라 교통사고 사망자가 한해 3천명 가량 되니까 미국인들이 총기에 대해 느끼는 "총기 살해에 대한 실질적인 위협"은 우리가 대충 교통사고로 죽을 수도 있다는 느낌하고 비슷할거라고 볼 수 있지 않을까 싶습니다. 여기서 또 다르게 볼 수 있는게, 미국에서는 "갱"들, 조폭들과 일반인들은 분리되어 있다고 생각하는 경우가 많습니다. "내가 조폭만 되지 않으면 총 맞을 일 없지 않음?" 이라고 생각할 수도 있으니까 실질적으로 느끼는 위험도가 더 낮아질 수도 있다는 겁니다. 예전에 위험지역에 관한 유튜브 영상을 봤을 때, 총격전 현장을 수습하는 경찰들도 "지들끼리 쏴죽이는거라 무섭진 않다"는 투의 얘길 했던 기억이 나네요. 특히 이러한 인식은 인종별 총기에 대한 위협 차이에서도 기인하는데... (https://www.motherjones.com/politics/2015/04/charts-show-cost-price-gun-violence-america/ 에 따르면) - 57%의 총기 살해 희생자는 흑인이고 - 93%의 총기 자살 희생자는 백인입니다. 미국에서 흑인이 대략 12%, 백인이 60%라는 점을 감안하면, 흑인에 대한 총기 살해 위협은 대충 10배쯤 높다고 하는군요. 백인들은 "자살이나 진짜 재수없는거 아니면 총맞을 일 없지 않나?"라고 느낄 공산이 큰거고, 또 백인들은 "주변에서 누가 총맞아 죽은 경우"를 겪지 못하는 겁니다. 특히나 자살이든 타살이든 희생자의 85% 가량이 남성이기 때문에, 이런 인식은 더 커질 수도 있습니다. 단순 계산하면 백인 여성에게 작용하는 총기살해 위협은 흑인 남성에 비해 57배 낮은 거네요 이렇게 계층별로 총기사망률이 현격하게 차이가 나면, 총기로 인해 주로 피해를 입는 계층은 총기 위협이 워낙 극심하니 "나한테 총까지 없으면 어쩌라는 거냐, 국가가 목숨 살려주냐"라고 주장할 것이고 총기와 별로 관련없는 계층은 "그게 큰 문제가 되나?"라고 느낄 수 있지 않나 싶습니다. 이런 "계층간 총기에 대한 인식 차이"를 증폭시키는 것은 도농간 총기에 관한 차이가 더 심각한 것도 한몫을 할것 같습니다.  (출처: https://www.americanprogress.org/article/gun-violence-in-rural-america/) 여기에 따르면 1인당 총기 살해가 가장 많이 발생한 20개 카운티 중에 13개가 시골지역입니다.(미국 카운티는 전체 3,200여개) 출처에 따르면, 농촌의 총기 소유 비율은 48%로 도시지역의 19%보다 훨씬 높고 그만큼 총기 살해도 많다고 합니다. 보통 도시지역(시카고, 디트로이트, 필라델피아 등등)이 총기살해가 제일 심하다고 알고 있지만 오히려 농촌이 높다는 것이죠. 근데 잘 알려졌다싶이, 미국의 농촌은 행정력이 미치지 못하는 곳이 많아서 총기 소유에 대한 찬성 역시 높습니다. 위에 말씀드린 바와 같이, 총기 사고에 더 노출된 사람들이 오히려 총기에 대해 찬성하는 경우라고 볼 수 있습니다. 그나마 총기난사가 사람들을 행동하게 만드는 이유는, 총기난사는 "완전히 무고한 희생자"가 나타나게 되고, 평소 총기 살해에 대한 노출이 잘 되지 않는 계층들이 실질적인 위협을 겪게 되는 일이라서가 아닐까 하는 추측을 조심스레 해 봅니다.
