"아니다. 기술, 군사 영역은 국가안보에 중요하므로 예외다." 이렇게 대답한다면, 민간영역에서의 소비 감축은 무의미합니다. 체제 경쟁으로 인해 얼마안가 기술, 군사 영역에서의 소비가 민간영역에서 감축된 소비 이상으로 증식할 것이기 때문입니다. 만약 기술, 군사 영역에서도 동일한 잣대를 적용한다면, 한국은 지금과 동일한 국방력을 유지하기 위해 몇배의 예산을 더 써야할 것입니다. 그게 싫다면, 기술력, 군사력을 감축시켜야할텐데, 중국, 북한, 일본이 궐기하고 있는 상황에서 이런 주장을 하면 조리돌림 당하기 딱 좋겠죠? 결국 이 책의 저자들이 제안한 방안들을 실현시키기 위해서는 미국과 중국의 패권경쟁, 유럽과 러시아의 경쟁, 중국, 일본, 북한, 대한민국 사이에서 벌어지는 기술경쟁, 군비경쟁을 중단시켜야합니다. 즉, 일체의 체제 경쟁이 존재하지 않는 세계평화를 이룩해야 한다는 것입니다. 하지만 우리는 이 조그마한 한반도에서도 군비경쟁을 중단하겠다는 합의를 이룰 수 없었습니다. 전세계적 세계평화는 더욱 비현실적입니다. 설령 강대국들이 기술적, 군사적 경쟁을 중단한다는 합의를 이룬다 하더라도, 각국 내부의 갈등으로 인해 국제정세는 계속해서 변합니다. 지금 정권이 적국을 상대로 유화적이라고 해서, 다음 정권도 적국을 상대로 유화적이리라는 보장은 없습니다. 또한 강대국들의 감시와 통제를 벗어는 제3세계에서 새로운 테러단체, 새로운 범죄조직, 새로운 군사정권이 등장하는 것을 막을 길이 없습니다. • 생태관세 이 책의 저자들은 생태관세를 도입해 환경파괴적 국가들을 따돌려 도태시켜야한다고 주장했는데, 제가 보기에는 생태관세를 도입한 국가가 따돌림당해 도태될 가능성이 더 높습니다. 이 책의 저자들도 수차례 반복해서 언급했듯이, 기후위기 대응과 여섯번째 대멸종 대응은 본질적으로 다릅니다. 탄소국경세를 비롯한 탄소중립 정책들은 산업의 특정 부분만을 규제했지, 경제성장을 막지는 않았습니다. 탄소감축 정책들은 오히려 재생 에너지 업계에 호황을 가져다주었죠. 하지만 생태관세는 경제성장과 소비 자체를 감축시키는 정책입니다. 이 책의 저자들은, 국가와 국가, 이념집단과 이념집단 사이에 발생하는 체제 경쟁이라는 요소를 고려하지 않고 있습니다. 체제 입장에서 중요한건 지금 당장 상대 체제와의 경쟁에서 비교우위를 차지하는 것입니다. 미래에 다가올 재앙은 중요하지 않아요. 결국 저자들이 제안한 해결책들을 실행하려면, 일체의 체제 경쟁이 존재하지 않는 세계 평화를 이룩해야하는데, 지금의 불안정한 중동정세, 미중 패권경쟁, 동북아시아 패권경쟁, 북한과 대한민국의 대립, 한국 내 성별갈등, 세대갈등, 지역갈등, 계층갈등을 보면 도저히 이룩할 수 있을 것 같지가 않습니다. 백번 양보해 세계평화를 이룩한다 하더라도, 각국의 국내정세와 국제정세는 끝없이 변하는 것이므로 얼마가지 않아 깨질 것이라고 생각합니다.
