존경하는 국민 여러분, 국토교통부 장관 김현미입니다. 그간 정부는 투기수요를 차단하고 임차인의 주거권을 두텁게 보장하여 실수요자 중심의 주택시장 안정을 실현하기 위해 일관된 노력을 기울여 왔습니다. 그러나 이러한 노력에도 불구하고 지난해 하반기부터 전세가격 상승세가 지속되는 등 최근 전세시장이 불안정한 상황입니다. 대책을 말씀드리기에 앞서 새로 전셋집 구하기에 어려움을 겪고 계시는 국민 여러분께 송구하다는 말씀을 드립니다. 최근 전세문제는 거시경제 여건, 가구 분화, 매매시장 안정조치 등 구조적인 요인이 복합적으로 작용한 결과입니다. 장기간 지속된 저금리 기조로 많은 임차가구가 월세보다 부담이 적은 전세를 찾게 되고, 주거상향 수요도 증가하면서 전세가격이 상승하고 있습니다. 금리 변화에 따라 전세대출 가능 금액은 동일한 이자 기준으로 2018년 대비 약 45% 증가했습니다. 다주택자·갭투자 규제, 임대차 3법 등 실수요자·임차인 주거안정을 위한 필수적 조치에 따른 수요와 매물의 동시감소도 한 요인입니다. 임대차 3법과 거주의무 강화 등은 임차인을 보호하고, 매매 시장을 안정시키는데 큰 보탬이 되었지만, 신규 수요자의 진입에는 어려움이 되고 있습니다. 가구분화로 인한 1~2인 가구의 임차수요도 단기간 급상승했습니다. 19년 기준 수도권 가구 수 증가 폭은 25만 4천으로, 16년 12만 9천 가구에 비해 두 배 가까이 증가했습니다. ◇ 정책대응 기본방향 이러한 여건 하에서 그간 정부는 공급확충을 통한 주택수급 안정을 위해 많은 노력을 해왔습니다. 최근 3년간 입주실적은 역대 최고 수준입니다. 공공임대 재고율도 OECD 평균 8%를 달성했습니다. 3기 신도시, 공공정비사업 활성화 등을 통한 수도권 127만호 공급 계획도 차질 없이 추진 중에 있습니다. 그러나 정책 환경의 구조적 변화로 인해 급증한 전세수요에 신속히 대응하기 위해서는 특단의 추가 공급 확대방안이 필요합니다. 정부는 이를 위해 공공의 주택공급 역량을 최대한 활용하고 민간의 신규 주택건설을 적극 촉진하여, `22년까지 11만4천호의 주택을 전세형 물량으로 추가 공급하고, 이중 7만호를 수도권에 집중할 계획입니다. 특히, 조속한 전세시장 안정을 위해 전국 4만9천호, 수도권 2만4천호의 물량은 내년 상반기까지 공급할 계획입니다. 이와 함께, 최소 3년 이상이 소요되는 주택공급에 선제적으로 대응하는 차원에서 공공택지 추가확보 등 중장기적 공급기반도 확충해 나가겠습니다. 아울러, 공공임대주택을 질 좋은 평생주택으로 탈바꿈하는 정책도 함께 추진하겠습니다. `22년 공공임대주택 200만호 시대에 맞춰 그간 지속 확충된 공공임대가 중산층 전세수요를 흡수하는 임대차 시장의 안전판이 되도록 하겠습니다. ◇ 대책의 주요내용 지금부터 대책의 구체적인 내용을 설명 드리겠습니다. (1) 단기공급 확대방안 첫째, LH 등이 보유중인 3개월 이상 공실 공공임대주택 3만9천호를 전세형으로 전환하여 금년 12월말 입주자를 모집하고 내년 2월까지 입주할 수 있도록 하겠습니다. 공공임대 1만9천호는 입주 시기를 앞당겨 내년 1/4분기 부터 조기 공급하겠습니다. 둘째, 매입임대는 주택 순증효과를 높일 수 있도록 기존 주택을 매입하는 비중을 줄이고, 민간건설사가 계약된 물량을 건설하면 LH 등이 매입하는 약정방식 중심으로 전환하여 공급을 대폭 확대해 나가겠습니다. 시세 90% 이하로 최장 6년간 거주할 수 있는 공공 전세 주택을 신규 도입하고, 전세거주를 희망하는 무주택 실수요자의 특성을 감안, 소득·자산요건을 대폭 완화한 추첨방식을 통해 `22년까지 1.8만호를 공급하겠습니다. 아울러, 민간건설사가 임대주택 신규건설에 적극 참여할 수 있도록 세제 혜택, 저리의 건설자금을 지원하고, 특히, 임대주택 공급실적이 많은 업체에게는 공공택지를 우선 공급하겠습니다. 셋째, 공실 상가·오피스·숙박시설 등을 주거공간으로 리모델링하는 사업도 확대해 나가겠습니다. 이를 위해 주차장 증설 등 주택건설 관련 규제를 완화하고, 저리의 리모델링 자금을 제공하는 등 다각도의 지원을 아끼지 않겠습니다. 넷째, 국민적 관심이 큰 수도권 공공분양 사전청약 물량을 6만2천호로 늘려 시장 안정 기조를 확산해 나가겠습니다. (2) 중장기 공급기반 확대 LH가 사업승인을 받은 미착공 물량 중 1만2천호는 보상 일정 및 조성 공사 일정을 앞당겨 순차적으로 착공하겠습니다. 지역주민의 호응이 높은 공공참여형 가로주택정비사업을 서울에서 전국으로 확대하여 시행하면서, 공공택지지구도 지속적으로 발굴해 나가겠습니다. 민간의 공급확대를 위한 자금지원과 규제개선도 함께 추진하겠습니다. 공공지원민간임대주택을 도심 내에 공급하는 경우, 기금 융자 한도를 상향하면서 금리도 낮추겠습니다. 토지거래허가구역에서의 개발·분양 목적의 신탁을 허용하고, 리츠와 펀드 등 민간자금을 활용한 건설임대 활성화 방안도 마련하겠습니다. 3) 다음으로, 질 좋은 평생주택 공급 방안입니다. 공공임대주택에 안심하고 오랫동안 살 수 있도록 소득과 자산요건만 충족하면 누구나 30년간 거주할 수 있도록 하겠습니다. 아울러, 공급평형을 넓히고 입주자격을 완화하여 일부 중산층도 공공임대주택에 거주할 수 있도록 하되, 형평성 있게 공급되도록 입주자의 소득수준에 따라 임대료를 차등하는 체계를 도입하겠습니다. 창의적 디자인의 공공임대주택 건설을 위해 설계·건설단계에서 민간의 참여를 활성화하고, 생활SOC와 다양한 주거서비스를 결합하여 공공임대를 품격 높은 주거플랫폼으로 만들겠습니다. 분양주택과 공공임대를 혼합하여 다양한 계층이 함께 어울려 사는 임대주택 유형통합도 적극 도입하고, 노후 공공임대 재정비도 조속히 추진하겠습니다. 질 좋은 평생주택은 정부가 제시하는 미래 공공임대의 출발점입니다. 25년까지 6만3천호를 공급하고 이를 시작으로 향후 공급 비중을 지속 확대해 나가겠습니다. 끝으로, 주로 월세 형태로 공급되는 공공지원 민간임대주택 및 주거용 오피스텔에 대해 저리의 기금 대출을 지원하여 전세형으로 공급되도록 유도하고, 임대보증금 보증료 인하, 소액임차 보증금 기준의 적정성을 검토하여 임차인 보호를 강화하겠습니다. ◇ 마무리 정부는 이번 대책의 효과가 조기에 가시화 될 수 있도록 지자체 협의를 거쳐 인허가 기간을 최대한 단축하고, 입지확보 등 공급여건이 구체화되면 즉시 입주자 모집을 실행하는 등 국민 여러분께서 신규 공급의 성과를 조기에 체감하실 수 있도록 하겠습니다. 또한, 주기적으로 공급실적을 점검하고 장애요인을 해소하는 집행체계를 갖추겠습니다. 국민 여러분! 지난 7월, 임차인의 거주권을 2년에서 4년으로 보장하는 임대차 3법이 31년 만에 개정되었습니다. 그 결과 법 시행 전에 57.2%였던 전월세계약 갱신율은 10월에는 66.2%까지 높아졌습니다. 10명 중 7명은 전세값 부담없이 살던 집에 계속 거주할 수 있게 되었습니다. 전세대출 공적보증 갱신건수도 연중 최고치를 기록했습니다. 임차인들이 안심하고 거주하는 기간이 늘고 있다는, 긍정적 효과를 입증하는 수치입니다. 임대차 3법은 집이 ‘사람이 사는 곳’이라는 사회적 합의로 이룬, 소중한 성과입니다. 이러한 임차인 주거안정의 긍정적 효과를 임대차 시장 전반으로 확산시키는 방법은 전세 수급을 안정시켜 임대차 3법이 조기에 안착될 수 있도록 하는 것입니다. 집을 소유하지 않아도 원하는 만큼 살 권리와 내 집을 마련해 안정적으로 살 권리 모두, 정부가 지켜야할 국민의 소중한 권리입니다. 정부는 앞으로도 국민의 주거권을 지키기 위해 최선을 다하겠습니다. 감사합니다. ----------------------------- 큰 틀에서 핵심 내용은 강조 표시를 적용했는데요. 요약하면 - 다각도로 공공임대주택을 최대한 공급하겠다. - 임대차 3법을 통해 많은 사람들이 안정된 전월세를 살고 있다. - 안심하고 거주하는 기간이 늘고 있는 긍정적 효과를 입증하고 있다. - 집은 사는(buy)가 아니라 사는(live) 곳이다. - 임대차 3법이 조기에 안착할 수 있도록 노력하겠다. - 집을 사지 않아도, 원하는 만큼 살 수 있게 하겠다. 로. 크게 정부기조가 변하진 않았으며 현재 부족한 공급을 최대한 쥐어짜겠다. 는 내용으로 이해할 수 있을것 같습니다. 지금 정권이 전세제도 없애고 싶고 전세자금대출 없애고 싶은거 잘 압니다. 근데 그 대안이 저렴한 임대위주의 월세라니 그건 좀 멍청한소리 아닌가요.
시장에서 월세와 전세가 같이 있다면 유동성이 허락되는 수요가 실질적으로 비용이 더 낮은 전세에 몰리는건 당연한 일 아닌가요?
그걸 부정하고 본인들의 생각이 옳다 보며 어리석은 대중들을 이끈다고 하시면 뭐,,,
걍 지금이라도 재건축 규제 풀고 서울지역 내 공급폭탄을 터뜨리고 GTX 최대한 빠르게 설치 간다면 괜찮아 질 수 있다고 봅니다. 그 부작용이야 있겠다만 그거보다 더 나은 정책을 펼치실능력은 없어보이니 그렇게 하시는게 어떨까 하네요.
