부동산에 관심있는분들은 대부분 아는 내용이긴 한데.. 관심이 없는 분들은 잘 모르시는 경우가 많아서.. 간단한 문제입니다. 300세대가 살고 있는, 집값 1억의 아파트가 있습니다. 이 아파트가 이번에 3개 세대가 1억 2천만원에 매매가 성사되었네요. 그럼 집값 상승율은 몇%일까요? 20%라고 대답하셨으면 오답. 0.2% 라고 대답하셨으면 정답입니다. 300세대 * 1억 = 300억 의 집값이 297세대 * 1억 + 3세대 * 1.2억 = 300억 6천만.. 이 되어서 0.2%의 상승률이 나오게 됩니다. 현실에서는 '샘플로 아파트를 표본추출하고 (한국감정원 기준 월간 아파트 15,588호) 매매가 기반으로 계산 + 매매가 너무 없으면 호가도 일부 반영한 뒤(이건 주관이 들어감) + 기하평균 + 제본스 지수 등등...을 거쳐서 복잡한 공식을 통해 만들기 때문에 위에 간략한 예시하고는 다르게 나오긴 합니다만 1억이 1억 2천되면 20%가 오른거 아냐?.. 라고 생각하는 분들이 많아서.. 이해를 돕기 위해 만든 예시라고 보시면 됩니다. 결과적으로 집이라는게 '매달 모든 아파트가 거래가 있고 이런게 아니다보니'.. 현재 통계 방식에서 보이는 상승률은 높게 나오지 않습니다. 바꿔말하면 '현 통계방식에서는 거래가 많을수록 수치 변동이 커지기 쉽습니다. (상승장이든, 하락장이든.. 거래가 많을수록 반영이 잘되고 수치가 높게 잡힙니다.) 그래서 똑같이 집값 상승률이 0.1%라도 거래건수가 100건과 1000건이면.. 전자가 실제 개별 집값은 더 많이 오른거라고 보시면 됩니다.. 최근 6~7월에 집값 상승율이 엄청나게 튄 이유중 하나는. '거래가 너무너무많아서' 도 있다고 보시면 됩니다... 반영이 뻥뻥 되버려서... 반대로 집값 상승율은 '표본 주택' 을 거래가 안되는 집 위주로 잡아버리면.. 아에 안잡히기도 합니다.. 그래서 한국 감정원이나 kb나.. 마음먹으면 현실과 괴리되는 통계를 쉽게 만들 수 있는... 지표기도 한데요. 표본주택 조정만으로 상승율을 높일수도, 내릴수도 있는게 사실이고. 둘다 모든 주택을 표본으로 삼고있지 않은게 현실이기도 하고 거래가 없는 주택은 호가를 반영하느냐 / 주변 시세 연동시키느냐.. 같은것은 또 조사원 재량이다보니.. 덧붙이자면 kb부동산 지표가 주류로 쓰이는 가장 큰 이유는 'kb 시세로 주택담보대출' 이 나오기 때문.. 이라고 보시면 됩니다. 주택공사 보증인 보금자리론 같은 대출도.. '시세를 kb시세' 로 보고 돈을 빌려주기 때문에.. 고가 아파트는 투기 제한 구역등의 규제로 잠궈 놓는게 아니라 오히려 풀었어야 합니다. 어차피 예전이나 지금이나 20억 넘는 주택은 그들만의 시장이었습니다. 그런 주택은 30억 100억 가게 시장경제의 극한까지 가게 풀어놨어야 합니다. 잘나신 분들이 재산세, 종부세 감당 하시게 하고 그 세금으로 서민들의 주거 환경 개선하면 됩니다. 고가주택이 100억 갔다가 다시 20억으로 떨어지든 더 오르든 어차피 대다수의 서민들과는 상관없을 일이죠. 그런데 그거 잡겠다고 난리부르스를 친 결과가 수도권 전지역 폭등입니다. 물이 콸콸콸 쏟아지면 제일큰 양동이로 일단 받아야지 500미리 패트병으로 받겠다고 쇼를 하니 안넘치겠습니까? 탑티어 주택만 폭등했다가 조정하고 떨어져서 균형 맞히게 할 수 있었던 일을 서울 구축까지 다 올려놔서 이제 떨어지지도 않습니다. 이제 전세값이 올라서 밑에서 탄탄하게 받쳐 주는데 떨어지겠습니까?
공급을 늘리고 규제를 잘 통제했으면 유동성 상황에서도 컨트롤 할 수 있었습니다. 공급은 물을 받아낼 양동이를 만드는 것이고 규제는 어느 양동이에 나눠 담을지 길을 만드는 일입니다. 양동이는 더 늘어날 생각을 안하고 그나마 잘 받아내고 있던 양동이도 치워버리고 더 작은 병을 갔다데고 있으니 바닥이 안차오를리가 없죠. 결국 수도꼭지 잠궈 지는건만 보고 있어야 하는데 코로나로 인한 경제 여파 생각하면 잠글 수도 없습니다. 오히려 더 열어야 하는데 바닥이 차오르는게 무섭죠. 이 정부가 만든 결과입니다. 정책을 데이터와 분석, 전문성을 검토해서 펼치는게 아니라 오로지 정치적 이념 하나로 밀어 부친 결과입니다. 밀어부치고 나서 피드백도 안되니 더 노답입니다.
